Toei was the one who animated it, but Oda was apparently disappointed with them. So that’s why I was saying “if he has the authority, why didn’t he change it beforehand”?

Fella is probably too busy to exam every episode, he probably gave a general thumbs up to Toei so they don't have to try to contact him everytime an episode is done

As a fella who has routed projects before it can take a lot of time to get everyone on the chain to review it.
