Equalized to where the bounties are now I'd say these should have been the bounties from the start
DR Luffy 2 billion
5th Emperor Luffy 3 billion
Current Luffy 5 billion
Reasoning:
DR Luffy > Crocodile @ 1.9 bill/Hancock 1.6 bill
5th Emperor Luffy = Kid/Law @ 3 bill
G5 Luffy > Kaido @ 4.6 bill
And if you look at it analytically it's ~ 1 bill per powerup, since DR.
1 bill = Future Sight -> Kid/Law level
1 bill = ACoA/ACoC -> Shanks/BB level
1 bill = Awakening -> Stronger than Kaido level

Well technically Joyboy should've 20bil++ as bounties reflect threat level
If we're talking strength level/ power as yonko then he's the strongest yonko we had bar the Beard duo, with a pretty powerful crew consisting of his commanders and Grand Fleet, not to mention being the son of Dragon and brother to his second in command.
Even without the Joyboy stuff, a pirate like this should be borderline 5bil

With the Nika stuff? Even higher than Kaido. Since it’s always a round number, 5 billion at minimum.
Ignoring the Nika stuff and using the base logic used for majority of the bounties like Zoro, Sanji & co, 4.2/4.3 billion.
Oda created the problem himself by setting up a situation where Luffy should now have the highest pirate bounty.

If we are talking about credit share then either Luffy should have 6B bounty or even less. Depends on how you view sharing credit with Law and Kid. Cause without Kid and Law the SHPs and the Wano alliance would have failed. Many characters who helped in the war didn't even get a bounty.
If Luffy gets the credit for taking down BM and Kaido then he should have at least a 6B bounty.
Kid and Law having a 3B is more than they deserve (talking about power level), Luffy having 3B is just about right considering the boost he got for WCI.
