I disagree. People now maybe say this because we are in Imu related chapters. But maybe when we will be in "Man with Burned Scar" related chapters,in the same poll people will vote for him. If Xebec really appears (i think you dont introduce a legendary figure like that and make it a lame or absent character,so we'll see what Oda has in store about that) people will vote for him.
Right now i think the story tells us that Blackbeard is the no.1 pirate,he has the darkness theme which is already a pretty simple symbolism about what a "final villain" is,but now also contrasts with Luffy's "dawn" theme.
Its true that Imu killing Cobra is something that makes Luffy willing to fight Imu (lets remember Luffy doesnt care about the world and never will,otherwise characters like the Revs or the good Marines would be pointless) but also makes Vivi and Sabo willing to avenge Cobra.
Luffy already know that Cobra died but he seemed more interested in finding Vivi that avenging Cobra. And by the way for Luffy Ace >> Cobra so Blackbeard and Akainu are more probable to be his final villains. Imu seems to be more Revolutionary Army material to me.

Since essentially Marineford and WBs death speech, its been heavily eluded that finding One Piece is not the endgame, and that Blackbeard is not the one to do it. Go back and reread that chapter, because it starts that idea.

Then you have Roger's flashback and Rayleighs recounting of finding out the true history. It all is central on not being able to "do" something against the WG.

This has nothing to do with a popularity contest or knee jerk reactions lol, people have already been discounting Blackbeard as the Final Antagonist for years.

The more top tiers on the WG side the better it makes the Yonko look, and the fact that there are 9+ admiraL level guys in the WG and even that's not enough should tell you how irrelevant each individual admiral is.

And Oda barely even power ups Sanji. Pre time skip he received only one power up and post time skip he already received his version of Diable Jambe.

Dragon has more the "he fights Imu, but Imu takes him down as a hypetool, revos act more like a support force".
My bet would be
Luffy vs Imu.

Sanji
Jimbe
Either Law or Usopp (this here is more of a wishful thinking than anything xD, but Law is a real contender).

Imo, Dragon is basically the Wyper to Im's Enel.

And just like how Wyper (strongest fighter from Shandia) beat Shura or how Kyros (strongest fighter from Dressrosa) beat Diamante or how Inuarashi (strongest fighter from Zou/strongest scabbard from Wano) beat Jack... Dragon will play that role at the Final War imo.

I also think Dragon will face Imu after that, just like Wyper faced Enel.
Dragon probably has one secret way to take out Imu, just like Wyper tried to take out Enel.
But Dragon will fail and get neg diff'd, just like what happened to Wyper.

Zoro already has his fight in Mini hawk. I doubt he'll get back to back fights.
