This is called inventing of arbitary narrative that is non existent
But I can even put my own arbitary narrative on top of that


Queen's strength isn't famous, his mad scientist and plague weapons is what he got his bounty for. Zoro took away that very plague weapon and nerfed Queen for Sanji

King's bounty would be far bigger had he not have a mask on and world government had known he was a lunrara.

All this doesn't matter, what does matter is King has 100 times better on panel showings, narrative, on panel feats, he is Kaido's official right hand man and has much better portrayal.
He is stronger than Queen because he has shown to be stronger than Queen

Issue is Sanji has no feats and portrayal so we always look for "Parallels"

If the gorosei and imu turn out to be exaggerated powers, as or stronger than the admirals, the non-elimination of the piracy system could be explained by several reasons (since it has the raw power to do so

1; they cannot because they should not, the gorosei and especially the existence of imu have remained hidden for secret reasons, perhaps the gorosei and imu are as old as the ancient kingdom and their mere presence or that is known about them would confirm many things about something that They try to hide (something they have denied forever)

2: maintain a status quo, piracy is what war is in our world, an incentive and a deterrent. If people are afraid, they go to the GM and there is no subversion, which leads to world population control.

3: they do not do it because it would mean mutually assured destruction

With the pirates there are at least, or there were at least 4 yonkous, mihawk that is level one, many very powerful pirates that without reaching that level, their number is too high (doflamingo, moria, luffy, law, kjid etc) and the number would greatly overwhelm the navy and the GM.
then, a direct confrontation would mean an unprecedented destruction

well, that's what occurs to me
