Why not? Her mother's a conqueror and at least one kid of her inherited it from her. Pudding has a higher chance of having CoC than sanji.

Maybe it's a combination of CoC and the eye. Maybe meme explicitly banged some triclops just to get a child with the eye.

Or it is some cheat way. Either way, it doesn't rule out the connection that 'regular' VoaT users always have CoC.
