At this point I doubt the Gorosei are under Top Top Tier. Maybe on Roger/Primebeard lvl which makes them stronger than most known top tiers right now. I say at least the strongest one is on par with Roger.

And Imu will be the only Godtier with Joyboy(Luffy).

I'm not a Mihawk downplayer, never have been, I just don't see a plausible scenario where he can be Zoro's last fight unless it's an epilogue.
Of course, if Oda proves me wrong, I'll happily eat my words

I dont think we get any fights in the epilogue. We would more likely get a timeskip after the final war and the epilogue will show Luffy as the PK and Zoro as the WSS getting chased by admiral Coby.

If Zoro vs Mihawk really happens after Luffy's final fight, I think they will get a short clash (splitting sky or some shit) and rest of the fight gets off-paneled.
