What is a indisputable fact is that three seraphim's were deployed for Crocodile, who was on Buggy Island.

No, it was confirmed on the panel that the Seraphim were dispatched after Crocodile's appearance at EB Island:

They weren't immediately declared the emperor crew. They were declared emperor crew after they confirmed their alliance via their posters. Here's how it happened:

A fleet was sent after Buggy after Shichibukai abolishment>Crocodile appeared and destroyed them> The Seraphim were dispatched> Either Seraphim were beaten at EB Island or they retreated. Whether it's Mihawk or not is a different story altogether.

Regardless of what happened, CG dealt with 3 Seraphim since this already happened while the full Strawhats crew can't handle 4 Seraphim.
I'm starting to think that CG really is the strongest Yonkou crew.
