Not necessarily. Kuzan has the convenient ability to flash freeze them before they could do anything. While this doesn't take any points from Kuzan, it sure doesn't help in determining what their actual worth is in a fight. Even Akainu couldn't stop that many commanders as casually as Kuzan even though he's stronger. Fodder could make a big difference in fights b/w stronger guys. Luffy literally got killed against Kaido.
