Swordsman just has better for external damage. Blunt attack like a fist or kanabo is perfect for internal damage. Luffy internal destruction ryuo is only unique to him cause he is using a fist.

Cross Guild is a completely different organization from the Marines, their ability to pay bounties is not the same, nor do we know how their decision criteria’s differ. The Hero of the Marines and Admirals having the same bounty is strange no matter what angle you look at it from.
