Ryokugyu having a black blade would go against his character. Black blades are supposed to be forged by edgy swordsmen who live and breathe their practice. Ryokugyu's haki as a forest man more than qualifies him for such feat, but to carry on the will of shaming oneself for every nick on your blade sounds too cringe for a character this wild, same can be said for Roger/ Shanks imo

What about Ryo's Determined Justice?

I'd say if he wanted to, he can creates a black blade with strong determination/motivation to do so.

If he wanted to sure, but its still not something done so casually, which is why the are only 2 blades known so far
This takes the dedication of a lifetime, not everyone is commited to swordsmanship as Mihawk is
