What oda is doing reminds of a cartoon network show from back in the day called "shaolin showdown".
There are 4 kids who become "chi" warriors who were extremely reliant on those artifacts.
In this show, there were a lot of artífacts who conceded different uses, each with different powers, perks and disadvantages.
Once the endgame came, those 4 kids became chi masters and we also found out that all those artifacts were created out of the chi/will of a single guy.
Endgame battles were pretty much all chi based with a little artifact here and there.
Oda is doing something similar with endgame characters being haki masters who will ocasionally use their fruits to improve/combine with their haki.
