Going by the flashback of his first class, Garp cares about the futures of people in general. Every single young marine is thus the futures of the marines.

Then again, how else would you expect Lanji to beat him otherwise? Lanji CoO can't even detect Maria's trap, so he won't be able to detect where Picazarro's real body as well. Making Picazarro got hurt if you attack his Bankai is the only way Lanji stands a chance.

You need Adv.CoC level attacks to hurt the dude.

But if my character's whole dream and character revolved around "hard work" only to need magical sword to unlock things that a marine captain unlocks through SHEER hard work, I would be embarassed
