Looks like you are not reading one piece if you think G4 sent Doflamingo towards the centre of dressrosa or Cracker towards the end of the island or G3 destroyed half the nova which again bigger than Fishman Island is a small city-level AP. And the fact that blocked KKG that could send Doflamingo through the rock-solid core of Dressrosa can't even break Pizaro arm. 
Even Kirinigiri thought that Wano was a flop despite being the most optimistic fan ever. Its heartbreaking cause I am rereading One Piece and I notice that in almost every volume Usopp fanarts Tashigi is almost always there ever since she appeared. There are fans who have yearned for more than twenty years for her to shine who are still getting nothing. I am not even a fan of Mary Sue characters but give her some W for godsake. What's the point of working hard and being a good person if you are never rewarded ?
Emily thought that Oda's weakness is his excess creativity and losing focus on the bases of his story. For instance, Leo saving Mansherry in Dressrosa is hilarious but only works as a standalone spin off chapter in a gag manga. It completely dissolves the tension of an arc that was already too long and overcrowded.
Its not just Tashigi but Robin did not much in part 2. Instead of doing nothing in DR, how about making her part of the Sanji rescue team which would have been such a great character development.
