People can inherit will of other person without ever knowing or meeting them or even living in the same era.
That's why Luffy inherits bunch of wills like Roger's, Oden's, Joyboy's....etc without ever talking, meeting or knowing them.

And it wouldn’t be hilariously bad writing if the entire reason for the exist of the story is an irrelevant Logue town civilian

Actually it's great writing.

The whole theme of the series (or used to be) is people's dream/desires. Everyone can dream, no matter how weak, strong or relevant to the story.
The whole story started because some random nobody in the crowd wanted Roger's treasure. That person's desire for Roger's treasure changed the world.

What reason would Roger have for turning himself in

Did you ask why a dying man with Roger's personality would rather have a public execution in front of the whole world, instead of dying somewhere in a small house quietly, with a boring death where no one will know about his death?

why would Roger claim he wouldn’t die if he didn’t plan to start new age

Because people can inherit wills without ever needing to make a speech or meeting those people

Luffy was always going to be a pirate, Roger speech or not. That's how inherited will works.
That's why Yamato says Luffy is more like Oden than her, even though she read his journal and tries to copy Oden's whole personality.

If it’s adopted into a more realistic depiction (it’s live action) then you got people complaining it’s different than the manga/anime.

If you see the pics dropping you'll see that there's a "walk to arlong park" scene so arlong most likely comes to Baratie to take Nami back.

This would inevitably make the gang go there.
Events must be put together in a reasonable way.

Mihawk will appear, except without a ship cutting/fleet destroying feat
Arlong will appear and Nami follows him back (shes on the Merry)
Sanji joins despite Luffy never beating Don Krieg, and showing his willpower

make it make sense
