We don't know if they are on the same level. Drake was probably the strongest tobiroppo, would Smoker beat headliners like Hawkins or Apoo?

I think Luffy will be not able to turn into Nika against Akainu because of emotional trauma and Luffy has to fight in base form.
Thats how Luffy vs Akainu will be interesting fight despite Akainu being weaker than Luffy
