I told you already it's Luffy.
Oda didnt have Chinjao,Luffy and Bullet all state that one must defeat both the Yonko and Admirals to surpass Roger only for Luffy's underlings to do it before him.
Shanks and BB fought 3 billions opponents, so will Luffy.

As for Saturn he is obviously going to meet Vegapunk whose power has been hyped by Akainu,Stussy and the narrator as overwhelming + Saturn specializes in DEFENSE SCIENCE whereas Vegapunk is the greatest scientisy

Luffy's probably going to let Zoro handle Kizaru on purpose.
After Luffy beat Kaidou, a Yonko who's the WSC, I don't see why he'd absolutely have to fight an Admiral.

No one.
He isn't gonna get defeated this arc.

At best he gets to flex around once Kizaru is defeated and everyone if weakened and someone else appears to save them, or maybe some vegapunk creation, who knows.

But no "luffy vs saturn" this arc.
I agree or Saturn would stay behind and let kizaru do his job.

I just dont think oda will bring a gorosei down so soon. I can possibly see skimrish fight with luffy end in stalement showing the hype of Gorosei power level.

Agenda piece.
The author told you he must beat both the Admirals and Emperors to surpass Roger

Why are you arguing with the author?
This is clearly not what they meant.
You see they constantly say stuff like "trounce" or "get stronger than", do you really expect Luffy to pull a drive by on Shanks, Buggy, BB, Sakazuki, Kizaru, Issho and Aramaki?
All of them?
It's clear they just mean he'll be stronger than them.
