Crocodile has the brains while Buggy has the infamy and it's Mihawk's strength that gives them the legitimacy that they need to be an actual threat to the government. Otherwise, they'd have been wiped out like one month ago of it were for Mihawk lmao.

Everyone and their moms know the Shichibukai have their own objectives. None of the Shichibukai were a priority to the WB pirates because they all know they're there to kill time. Commanders going after Mihawk isn't something admiral bros wanna use as a negative portal.
