terrible chapter, horrendous.
-Imagine luffy, zoro, nami all just got their asses kicked in water seven. Now jump to them being on the rocket train with the promise of flashbacks how they are here.
-Imagine luffy facing off against kuma bear. Everyone is bleeding, zoro is nearly dead, it is a hard situation. Now jump to luffy being on amazon lily and getting a flash back on this.
-Imagine dog & cat viper storm remembering their days with oden, but we only see their reaction and we cut to them sailing on a boat.
The characters are not impressionable, event are jumping all over the place hence no chance to create strong impressions. Flashback are no substitute for good story with strrong impressionable characters.

Yeah, Oda's overall storytelling process has evolved into this "shock the reader first with unexpected outcome of an encounter, then flashback to/have characters explain how we got here" mishmash of skipping around the plot, which truly does not benefit it. A more linear telling of the events, with the usual more-industry-employed cut to a dramatic reveal on the chapter's last page would work better.
