The more i re-read,
I'd guess the next flow. Every S-class Will be stronger since there were exist Unknown Level Monster (while i guess above average Dragon level) on Garou Saga. Some of S-class were struggling with some Dragon Level.

I guess this chapter shows us about What Atomic Samurai Will be. He Will beyond his 'atomic slash'.

The thing with King and Nichirin were just the trigger as Atomic Samurai's side story.
