Outright confirmation that Ryokugyu > Celestial Dragon Shanks, lol. If Celestial Dragon Shanks was stronger than Ryokugyu then they would have sensed him.

No, it doesn't. Ryokugyu was in Wano on land when he was sensed. Kizaru is in egghead on land when he is sensed. Shanks was on his ship out on the sea, making it harder for him to be sensed until Shanks used his wifi haki. Therefore, you are wrong with your confirmation. Saturn deciding to stay on a marine ship out on sea may also be the reason none of strawhats sense him.
