well their pirates not warriors and your bounty is based on your capability. Crocodile is much more capable. ambitious ruthless intelligent strong etc. Zoro just swings a sword. it would be hard to scale any members to the monster trio since the two underlings got major asspull powerups. Sanji and Zoro were legit weaker than Doflamingo and in like a month became yc1. We don't really know how potential works at this level.
I think both will. Cross Guilds becoming too much of a thorn in the WGs side and the world government dispensed 1 admiral just for 1 warlord, cross guild is made up of 3 warlords, they’d have to dispense 2 to hope a victory.

Doffy was mocked for being weak and losing to Dressrosa Luffy and Law by Kaidou.
Meanwhile Crocodile was implied to have trashed three Seraphim
(We don't see these three at all in Egghead or hear anything about them winning here, all they say is that Crocodile appeared there and that's it, so he very likely defeated them on his own)

Clash with Mihawk? Others did it. Split Sakazuki? Done no damage and other did similar things like putting big holes in his body. Neg diff a fleet of marine battle ships? Vet level fighters and high tiers like YCs can do it. Having nearly two bill is the only special thing about him now yet still bounties are something that isn’t exclusive to strength as threat level and being part of a Yonko crew as well as the under world can affect it by a lot.
A small addition to the discussion.
Aokiji about bounties. The amount of the bounty doesn't just reflect the strength of the criminal. There's also the danger level someone poses to the government.
With Kenbunshoku haki you can exactly know who's stronger than you. You can determine the opponent's power level.
