Conq also didn't HAVE to use his ability. Unless he feared so badly for his life, he could have used his jail next night instead of wasting it on vanilla role.

Because he didn't actually jail anyone last night and it's a fake claim. That's why he didn't want to claim any usage today because he didn't want to get tripped up, exactly like how how's being exposed now.
