I'd actually love if Pay Pay and Ulti's true strength is seen when they attack together. I don't want them to be Blueno'd but at the same time, Luffy should not be struggling with F6 level fighters. Even if there are two of them.

The good thing however about there being so many zoans this arc is that opponents can be recycled. Luffy can molly whop pay pay, but because of his zoan regen, he can be back up and ready to fight again shortly.

Only the Awakened Zoan of Impel Down have shown that ability. Rob Lucci had to be operated over in an expensive hospital in St. Poplar island. I'm not sure the Tobiroppo can be disposed of that easily, Page One had 10 days to recover from Sanji which is more than Luffy had after Crocodile.

You do bring up an interesting point though. When Kaido, Jack, Queen, etc. all go down they have to be cuffed in seastone immediately, assuming they're not just executed. Otherwise they will get back up a in a few chapters as they are likely Awakened. I wonder if the Samurai have prepared seastone cuffs for all of them or if that job is left to the inevitable Marine presence.
