Kaido is faster then Garp cmon now. As for BM she reacted to Kaido so she can react to Garp. She may not be able to tag him outside of a counter attack but she can react to him imo.

Idk. Oda likes to look at wikis of character moves and databooks when fights start cuz he forgets.

and Garp’s databook literally says something like “he’s fast enough to knock down ANY active pirate.”

Oda clearly showed that on Hachinosu lol

I don't see powercreep taking place, not when Oda established the Admirals and Yonko being the top powers way back in LRLL and post-EL.

Gear 5 has also been called Luffy’s peak and got insane narrative hype, so I don’t see Luffy getting much stronger beyond his haki improving a bit and maintaining G5 with less and less side effects.

I trust Manga over databooks and even then that just means he can tag people and thats fine. Though feats wise his speed didnt seem that impressive in Hachinosu, compared to Kaido who was blitzing someone using future sight and then casually blitzing G4 ACoC Snakeman Luffy.

Though given Kaidos nature he likely wont try to dodge garp, maybe block.
