On top of that 2 people can have even superior armament but if they’re up against someone with enough attack power it can overcome that gap
There’s also advanced techniques that can also surpass a gap in armament. Kinda like katakuri does with edged mochi. Luffy’s armament wasn’t superior before but edged mochi obviously gave kat a big advantage compared to their prior armament clashes

Obviously body enhancements like science, devil fruits, or racial abilities don’t necessarily boost your armament but it does boost your durability
Similar to weapon users like zoro or king etc. Because they can use their weapon to block attacks they don’t have to it head on. People love shitting on luffy for people breaking through his hardening as if it means zoro does better.
Like zoro fans acting like zoro’s hardening wouldn’t be broken from this attack no swords at all are delusional
