We have seen advanced coa pre time skip but we never saw basic black haki. That was not planned by oda. Never ever. So after the timeskip he suddenly threw black coa in and everyone was like:
Holy shit, look at vergo, he has fullbody coa....
With future sight I think so. Luffy unconsciously uses it when he recognises if he threw out his arms Mihawk would have cut it off. Mihawk then says Luffy is 'unusually calm' which from Katakuri we know you have to be calm to use future sight.
