Conquerors is about Will Power not strength and Koby telling Akainu to cut the shit during the marine ford war is the definition of Will Power of standing up for yourself despite the overwhelming strength. Koby has dreams and ambitions and the Will power to fight for those ambitions no matter what
Neither king nor law have the qualities or will power of a conqueror have no self ambitions.
Kings purpose was to make Kaido pirate king to he didn't have any self serving dreams he didn't say anything about reiginiting his race he wanted to find joy boy but he gave up on that dream in order to help Kaido fulfil his.
He has neither the Will power or ambition to be a conqueror
Laws purpose was to Avenge corazoan and later to find out the meaning of the D and honestly I agree that Law should have conquerors especially if its inherited from the D Clan and he definitely has the Will power

The thing about CoC is that it needs to be unlocked.
Law has one of the strongest DFs in the series. King is near invincible.
Neither really have an incentive to unlock CoC like Koby does. For Koby, either he gets CoC, or he literally cannot be admiral. His dream is dependent on him having CoC since there’s no other way a non-DF user like him can become that strong.
I think it’s no coincidence that every top tier without a DF has ACoC. Not having a DF probably forces haki development.

OP, don't forget that CoC is also about luck/fate/destiny. Either you're born with it or not.
There must be a lot of people (in this context you're referring to, children) who went through harsh shit in their life, but not every one of them have CoC.
Its not about "strong will & determination" that leads to CoC.
It's the other way around.
Because one is born with CoC, their personality will be like that (firm, determined, etc) .

Luffy was fighting Pirates as a kid, Yamato never gave in against Kaido, Zoro lost to Kuina thousands of times and kept going, Ace risked his life numerous times at 10 years old, Kaido led an entire army as a pre teen, the list goes on
