Akainu likely to have it due to his role in the story and no reason to give it to Sengoku but not to the more relevant fleet admiral
Fujitora more likely to have it than his colleagues
If Akainu has it it makes sense for Kuzan for obvious reasons, and Kuzan punch to Garp could totally have been CoC coated.
On the fence concerning Kizaru/Ryo. Kizaru doesn't strike me as conqueror type (but there are confirmed COC users that don't strike me as conquerors either) and caught by surprise or no, Ryokugyu reaction to Shanks COC feels overdramatic if he himself is a COC user.

If kuzan had it, oda should’ve made it clear he did against Garp. But he didn’t. He focused on Kuzans punching power and how hard he trained it.

Oda never made clear Garp used aCoC during Egghead, for all we know it just extremely strong COA. I don't see why he should have made it clear for Kuzan who is not a haki based fighter.
