He follows orders and really he can't do much against warlords as a pathetic admiral, that's why they have warlords as allies.

The only harm the WG has not done to Kuma yet is probably sexual assault. Other than that, they have gone through a long checklist over a period of several years.

Why is it so bad and triggering a war when Akainu gives him a quick death?
