It depend on your definition of racism. For certain, racism can only be systemic. So for them, white people will only experience discrimination. For other its more broad. I believe in the second. White people can experience racism but it will not be systemic.

Barbary pirates and Ottomans quite literally dehumanized people they captured, exploited them for personal gain, treated them as utter trash and when they had no further use they would kill them, they abducted children from young age, brainwashed them, trained to be soldiers and then sent em back to get more slaves
