That's why Usopp's Dream is considered "Impossible"
Fans need to realize that SHs Dreams are considered "Impossible"
A Cure that can Heal All Diseases? That's considered a Joke even by OP Standards
All Blue? People don't even believe it Exists
World Map? That's Ridiculous
Ending Racism? How can someone even do that? Like truly End Racism without any chance of it coming back

Even Mihawk who is Underrated by many, when it's Final War, Oda will reveal something about his Past to explain why Beating him in a Sword Fight is also considered an Impossible Goal, otherwise Zoro's Dream wouldn't be that meaningful like the others
Usopp's Goal looks simple on paper "I wanna be Brave"
But He wants to be as Brave as Giants, meaning He will only feel He achieved his Goal if Giants accept his Bravery
And We know that any argument between Giants is resolved by God of Elbaf
Since Elbaf are like Vikings who clearly only follow the Mighty, it's obvious that God of Elbaf only acknowledges CoC Users (Who are considered Gods, just like him & his Children who represent Norse Pantheon). We also know that Usopp will probably Lead Elbaf Army, so not only He must prove himself but also convince Giants to listen to him instead of God of Elbaf
Thinking Usopp Unlocking CoC is Ridiculous & Disrespectful is the whole point of what makes his Dream "Impossible" just like other SHs, cuz He is among last people on earth you'd expect to Unlock CoC, He is like Last Candidate (Hence why Oda said Usopp will always be Weakest SH)
Usopp will find an Alternative Way to Unlock CoC, He will redefine it, that's how He will change the World.
Each SH will Change The World in a way that was never done before.
(Zoro for example isn't gonna become Mihawk 2.0, He must do a Feat that makes him stand out from any Swordsman that ever Lived, and same goes for Rest of SHs)

When Sanji told Zoro to throw away his dreams if it meant death against Mihawk he distinguished himself from Zoro and Luffy. Not to say that he won't get CoC of course he will at some point. But he's not like Luffy and Zoro.
He's not the one to throw away his life for a simple goal. He had a family.. two. He loves women and cooking and his new family the strawhats. But everyone in the crew including Zoro gained something when they were recruited by Luffy. Zoro was on the path to leave his dreams just for a little girl. It was Luffy that saved them. I guess my point is that all the strawhats have potential for COC it just matters when they awaken it.
As far as Sanji He values his life with the crew more than Allblue.. so it will be later in the story near the end when he gets CoC.
Usopp is the only strawhat other than Kuffy to awaken his haki without training for it. Zoro has had more life threathening encounters. In honesty all Sanji needs is stronger opponents. Like when he fought king and queen at the same time. A couple more encounters like that and he's got it.
