Luffy cannot fight top tiers in 1v1s until he gets his cooldowns under control.
Why are the Admirals above Luffy? Because they can use incredibly powerful attacks and forms without making themselves vulnerable like Gear 4 and Gear 5.
Luffy needs a Haki training arc (probably with Shanks) where he gets it under control. This is foreshadowed by Zoro trying to control Enma; Luffy, Zoro, and Sanji have great Haki, but, they let too much out, and don't have enough control.
