This term is used for someone who supports everyone without taking anyone's side. In this country milk rice or curd beaten rice is liked by everyone and nobody would object if its served to them. So its a positive term.

That depends on what crew we’re talking about. I consider Rayleigh to be inferior yet comparable to Roger. Zoro has advanced conquerors, that’s basically the strongest power up a character can get. Zoro would lose to Luffy, but Luffy would have to use gear 5 to defeat Zoro.
