Zoro didn't use KOH.

Possibly, though I gotta correct the 2nd point- The ocean doesn't directly nullify DF powers, it just makes DF users unable to move, but Luffy's head was able to be pulled out of the water by Nojiko despite him being fully submerged in the water.
