Yes, that's the explanation we're given. Maho targetted the space instead of Gojo and bypassed Infinity, which made Sukuna realize the world itself can be cut, so he targetted the world instead of Gojo and ended up cutting Gojo.

This is Gojo-specific. It's not like Sukuna's attacks got stronger or anything. He just got a different perspective on how to use his powers, but it pretty much works the same way on anyone not named Gojo.
