Being the final villain =/= being the biggest/strongest one.

And Kenny being the actual mastermind is literally undisputable. Sukuna doesn't even know what Yuji actually is, and what is his actual role in Kenny's plans.

Even Gojo got fooled by him while he was way far stronger.

But as I said, Kenjaku's plans will be fucked up by someone at some point.
