Because G4 with CoC is pointless. It just makes luffy exhausts haki more which will cause him to go without haki against an admiral.

Better just to switch to G5 which is stronger than G4 with CoC since that has a Smaller drawback.

(Not CoC coating tho, but Katakuri does unleashes basic CoC)

Oda is shit at giving a clear distinction between haki, he likes the vagueness. It is advantageous for him to not give a clear cut system because for one, that gives him room to add more shit in later.
Looking at these Katakuri panels, Luffy winning is a crime. Luffy did nothing but get his rubber ass beat lmfao
