BM used ACoC to repel damned punk.

Luffy used it when he kicked kizaru in base form.

ACoC is just one tool a character has in their skill set. They don’t need to use it all the time.

Using a high end DF technique like G5, misery, or BM’s giant form can be just as effective.

We don't really know that. They fought off-screen. Even when the attack landed we see Kizaru's face and it looks to be in the same state as before. Garp and Kuzan had dried blood marks all over their face. It's hard for me to believe that they didn't hit each other all fight

To show how little marks matter to Oda luffy look more clean than he did in last 2 chapters .
The man don't even have the cut on his face any more .
That why it hard to tell with this stuff in OP since both look like they took no hits or dodging until that luffy attack.

ACoC was the game changer, its what proppeled Luffy from fodder to top tier. G5 while great and all is not enough to fight a top tier fully, he needs ACoC for the highly increased AP. So while not all ACoC attacks are equal, they are all potent enough to start damaging top tiers.
