Mostly we have been led to assume that a DF grants unique powers that are predefined. The abilities the DF grants are set in stone no matter who the user is. One thing that reinforced this was Magma vs Fire thing in Ace vs Akainu. And for this reason the Fire DF is seen as a lower level Logia DF compared to the C3 DFs.

We learn going forward that DFs can be awakened when the users catches upto/matches the DF and new/augmented powers are awakened. And we have seen Paramecia and Zoan awakenings.

In Egghead we learn that DFs were born out of dreams of humans and Zoan DFs have a will of their own. So DF awakening is probably achieved when the threshold power limit is reached as well as the dreams of the user and the original dreamer/wisher become aligned. However, a very central concept of OP is inherited will and which is again emphasized by Sabo inheriting Aces will along with the DF.

One thing that is missing from the manga but is shown in Ace Novel is that the power of a DF itself increases when the user becomes stronger. Ace's DF performance against WB from beginning to their final fight is shown to have increased.

What I am trying to say is that Monets DF in the hands of say someone like Aokiji will be more powerful because Aokiji himself is very powerful compared to Monet.

The devil fruit would be powerful if person know how to use it.

Caser clown fruit - broken fruit , a strong person shut off oxygen entire planet , everyone dies except him , or poison them in AOE way .

the Shiku Shiku no Mi is literally bio-weapon if top tier have hand on it. instant kill to his enemies , weaken his enemies , turn enemies into zombies, etc . Just play plague inc to see I mean .

I was talking more about the intensity of the element. Like Ace's fire got stronger instead of him just unlocking new abilities.

DFs initially give a Fixed Ability, it's just that it's like a Car, not everyone can Drive it on same Level
But when They Awaken, i believe Awakening = DFs gaining Access to User's Haki (Exactly what happened with Zoro & Enma)

So basically DF Awakening are like DF-Users Equivalent of King of Hell, that's why when Luffy tried to Exhaust all his Haki in Gear 4, it gave him Imperfect Awakening Benefit

Since Awakening relies on Haki then the Rule i initially said changes & DFs grow in Power just like their User's Haki is growing

The dream for Chopper's Devil Fruit involved being more human.

The author, Oda, explained that if a Human were to eat the Human-Human fruit then that person would simply become more human. He also explained it may mean that person reaches spiritual enlightenment sInce that's essentially what being more human means. However, it could also mean if someone is a slob that they might become more of a slob. It all depends.

It is human to err. So, it's also possible that this person would become prone to making errors?
