Hey! That’s my Tierlist from way back. Basically what I wrote back then was that CG was way too weak as a Yonko crew compared to the other 3. I figured that the best way to lessen the gap was to recruit established pirates that by themselves were out of the race (basically people like Crocodile or Mihawk). Oda could bring back fan favorites and he wouldnt need to create new characters with backgrounds and so on.

The list was simply a list of potential candidates (ex Shichibukai & Supernova + their crew mates). I never meant all of them would join. The last column (from the information we had back then) included ex-shichibukai that wouldnt join as they already had other crews (BB, Kuma, Jinbei) + other defected/deceased candidates.

At the time we didnt know anything about Egghead or Bonney. If I had added anything to the list with todays knowledge it would be characters like King or Kidd & Killer. They are either out of the race completely or CG could be a ticket back to fight for their dreams.
