15 fingers means that he has best case scenario 75% of his original CE. Granted, he still won't run out of CE because of his efficiency but you can use CE to amp both CT and your physical stats which means that 15F Sukuna going all out would be using only 75% of his max Cursed Energy to amp himself up, unlike 20F Sukuna who can use 100% of his CE. So yeah, 20F Sukuna should definetly be stronger than 15F. We don't know by how much but if we assume that each finger gives the same amount of CE then 15F is 25% weaker than 20F Sukuna.

You're the one mixing stuff up.
Firstly Naobito NEVER attacked Jogo, he evaded 1 attack and got fucked by the next.
Secondly, in what world is Yuji comparable to Toji or Maki in movement? Maki literally tells him to "try and keep up" against Sukuna.
If these guys can react to Mach 3 beings and counter it with punches, dodges, movement... the straight forward answer is no, Jogo is a weakling comparable to Naobito here.
