B-but Oda never drew it, so he can't do it 
I think Oda purposely gave Sanji the exoskeleton too, as an alternative to the issue of trying to draw haki with his suit too. Its also more unique than that just making him use haki and ties in to his backstory/lineage (factor) ofc. Plus makes him like Wolverine too which is a bonus lol.
