In terms of role in story sanji had a whole arc for him self in WCI and even more in wano .
Zoro stronger sure and he get more cool moments but in terms role in story the will always be close.

Role is clear that Zoro is far above Sanji just check the new live show which clearly is hyping Zoro role as first mate (approve by Oda)
In this arc in egglisland first thing that we get introduce is Zoro bounty and after that Zoro 2 in command to the strawhat while Sanji is used for side usless plot so far.
