Yeah. That's why I mentioned ONU. In thesis it is a neutral party that can make sure that abuses don't happen. The worst scenario would be for neighbor Arab nations to intervene because of the background.

Is the same with the war now. ONU needs to intervene just to make sure that civilians can be evacuated. Otherwise, there will be false accusations of foul play from both sides.
