So He is gonna be a Superior Sabo
Mihawk is only Character whose True Power Level isn't Fixed yet & Oda refuses to show anything about his Sword-Style, cuz He doesn't wanna make Wrong Scaling, suggesting He is at least Top 3
If you try to write a Story, you would notice that you can't put Values on certain things from very beginning, u will simply choose who's gonna be the best at that particular thing, and then keep it hidden until you've finally established all lower values, then you can finally set fixed peak
For example, if Oda revealed Roger's Bounty as 1.5B when Story started, then He can never let Characters surpass that Bounty, and He will be stuck creating Characters with Bounties that are near equal, completely ruining what He wanna do with Bounties, so instead He waited
As long as Oda delays Mihawk's Power Reveal (His Sword-Style, Signature Attack, Specialty, Haki, Origin ... etc), it's only gonna be more & more Hype for him, after all, He is Zoro's Endgame, as long as Zoro is still getting Stronger, Oda can't draw his Peak yet
