Everyone can use haki Sanji included. Same way having a devil fruit or using a weapon doesn’t stop you from having conquerors or advanced haki

I can show you examples of what I mean.

[pre ts Luffy] accidentally CoC, accidentally fs-CoO
[pre-ts Zoro] accidentally CoA, accidentally CoO (lv.2), accidentally CoC (if Asura is CoC)
[pre-ts Sanji] Diable Jambe. (there are moments we can state might be CoO but that's speculative)

But that's what I'm saying.

You can tell the direction Oda is going with Sanji, he's a science warrior he relies on Science for buffs not haki, there'd be no need for Sanji to have CoC, from a narrative stand-point what would it accomplish besides Sanji-fans stroking egos.
