Gorosei>Admirals seems fair at this point. Also, Kong maybe is strongest Marine in history, maybe even stronger than Garp(idk we need to see more of Kong), but just his title of Supreme Leader of WG already puts him in Top Tier league.

There’s no way Gorosei are above Akainu that I’m sure of
As for Kong, if he is actually a real character then maybe, but more likely for him to battle Garp or Sengoku (maybe Fuji)
