After their victory against the Ancient Kingdom, Imu and his posse enact a cannibalistic cyclical ritual in which their re-state their victory over Joy Boy's crew. They do this by feeding the ex crew member's Devil Fruits to children slaves, and then eating the children themselves. It's the ultimate show of power.
The Paw Paw and the Azure Dragon fruits were tied to the identities of Joy Boy's allies. The plan was to put on a spectacle for the CDs by having them hunt scared powerless nobodies. The two nobodies who managed to stay alive were promised sources of immense power in the guise of the two prized DFs. The happiness of having survived the culling games and the hope of now being the wielders of fate-changing abilities only made their flesh more flavorful for the Gorosei to feast on. Kuma and Kaido were the umpteenth users of their respective fruits; since the Void Century, there had been a litany of other martyr users, each eaten as soon as they'd gained the fruit's power.
The Nika fruit was to follow the same pattern, before it managed to escape on its own. Luffy, however, will soon be the Gorosei's next meal, tying his solar symbolism to the recurring myth of the Dying Sun present across multiple ancient cultures in our own IRL world.
