More or less.

We know 39 year old Kaido=>Oden and that most One Piece characters primes are between 40-60. Kaido was just entering his prime and probably peaked around 50, Oden said Kaido could still grow stronger (and he did become WSC).

We also know WB refused to fight the Beast Pirates due to overall death on both sides. Marco (YC1), Izo (Tobi Roppo-level) and especially Ace (YC1+ judging by his feats) were stopped from picking a fight with Kaido by WB himself on the basis they were all weaker than Oden.

But he would be a yonko on the weaker end of the spectrum. Shanks, BB, Luffy, Prime WB, Kaido, (Mihawk) all > Oden. I'd give Oden a decent shot against old sick WB and old BM. Who knows between prime Big Mom and Oden, very interesting match up.

I don't know what you're talking about, to be honest. Do you really think Kaido's agenda as the strongest in the series depends solely on other people? Don't delude yourself.
