Me personally I think Moriah he's really the only option. He's likely weaker than Crocodile and 100% weaker than Mihawk if he comes with persona she'll vouch for him his abilities will serve to strengthen their overall man power especially if he can get his hands on powerful zombies.

Hancock wouldn't join them if she joins anyone it'll be luffy

I don't see buggy risking his men just to break doffy out and doffy wouldn't be able to stand not being in full control

Weevil got arrested already and just like doffy they aren't risking man power just to break him out

And literally every other warlord is allied with Luffy

And I can't think of any other pirates to fill that spot

Moriah is like Vet level with his feats.

Doffy can join Cross Guild, as a partner or for common goals, doesn't matter if he isnt the leader, he will just do what he thinks is better for him.

And Bon Clay should be frees at some point, it is them who will free Doffy so they can make it.
